SummaryGeneral objectives: The overall objective of HDP2 is to produce an internationally comparable hospital activity data set for Europe. Areas of comparability will be maximised by : 1. Using the OECD System of Health Accounts functional framework to define the activity to be included (and excluded) from the data set 2. Mapping the content of national activity data sets and basing data item definitions on what is commonly available. The feasibility of this approach was borne out in HDP1. HDP2 will extend the methodology 1. To new areas of hospital activity data 2. To new Members States 3. To new variables (e.g. to facilitate the monitoring of patient mobility, to facilitate subnational data anaysis). 4. Closely co-operate with other work being carried out in this area e.g. Eurostat development of minimum hospital data set, ECHI2, High Level Reflection Process on patient mobility. Strategic relevance and contribution to the public health programme: Health information strand. Improving information and knowledge for the development of public health. Developing and co-ordinating the health information and knowledge system. 1. Improve the comparability of statistics within SHA framework on hospital patients and develop time-series data. 2. Increase the scope of data collected to meet national and international imperatives for health care planning, patient mobility, ECHI2 indicators, Eurostat MDS on health statistics. 3. Extend the work to new MSs. 4. Identify ways of extending data about hospital in-patients to other areas such as outpatients. Implement extensions where practicable. 5. Improve access to, and use of the data by national, international organisations and the public within the EU health information and knowledge system. Methods and means: Methods - Build on and extend the methodology used in HDP1: - Establish network of experts. - Examine and maximise areas of comparability - Apply functional specification developed in OECD SHA. - Collect and validate data. - Further develop software for access, analysis and display. - Recommendations on the format of international collection of hospital activity data. - There are a number of general risks related to achieving the necessary degree of commitment from all Member States and other organisations. However, this was not an issue in HDP1 and we do not expect it to be so in HDP2. Expected outcomes: Work package 1: On-going Tasks General set of tasks linked to achieving all project objectives but will include in particular Work closely with relevant projects and international organisations to ensure harmonisation/avoid duplication of effort. Align project output with emerging indicator requirements from ECHI2. Align project output with requirements for implementation of Eurostat MDS hospital statistics. Further develop software. Work package 2: New Member States Inclusion Establish hospital activity data set inventories and collect common data sets for new Member States. Work package 3: Update HDP1 Collect more HPD1 data to permit time series analysis and to update data for HDP1 participants. Work package 4: Expansion of Data Collection Further develop the methodology with respect to functional specification of health service activity. Examine the potential for extending data collection eg, cross-border activity and outpatients. Work package 5: Collection and dissemination of HDP1 data for new Member States Establish hospital activity data set inventories and collect common data sets for new MSs. Work package 6: Investigation of extension of data collection to outpatients Examine the potential for extending data collection eg, cross-border activity and outpatients. Work package 7: Convene Expert Group on Procedure Classification Comparability Appoint an expert group to work on the development of a common procedure shortlist. Work package 8: Recommendations on HDP2 Data in light of recommendations from WP1-7 All project objectives but mainly Recommendations for long-term collection, improvement and utilisation of data.
